Greetings to all participants of the II International Tiger Forum.
The world’s first International Tiger Forum took place in November 2010 in St. Petersburg on the initiative of
the Russian Federation and under the leadership of Vladimir Putin. The main goal of the Forum was to put in
place urgent and, most importantly, effective measures to combat the rapid decline in the wild tiger population,
which threatened the species with extinction.
Thanks to the successful implementation of the Global Tiger Recovery Programme along with targeted measures
adopted at the federal and regional levels, the tiger population has not only stabilized in the period since
2010, but is showing a steady upward trend. This year, which is the Year of the Tiger in the eastern calendar,
we will present the outcomes of 12 years of efforts in this area alongside our foreign partners.
I am sure that the II International Tiger Forum will serve as a new starting point for setting out additional
long-term goals and defining the responsibilities of humanity in tiger conservation.
I hope that all participants, guests and delegates enjoy a successful Forum, engage in productive discussions
and make fresh discoveries.

Greetings to all participants of the 2nd International Tiger Forum.
The Amur tiger is our heritage. The Far East is home to 95% of the Amur tiger population. The results of the
winter census will be revealed at the Forum, but it is already clear that the population of one of the largest
cats on the planet is approaching 600.
Saving the tiger from extinction required almost 80 years of hard conservation work. A quarter of its habitat
is now covered by specially protected natural areas, with strict controls over the conservation of its food
supply now in place and the fight against poaching reaching new levels.
Results are being achieved, but this doesn’t mean that we should slow down or tell ourselves that there are no
longer any threats to the Amur tiger, which is still listed in Russia’s Red Data Book. The increase in the
animal’s population has led to an increasing number of encounters between tigers and people. We must now protect
our striped red predator in the light of its growing population, minimizing conflicts with humans and ensuring
that there is a sufficient quantity of ungulate prey.
Nature knows no boundaries, and conserving the tiger population is not the task of any one government. We hope
that the international Forum will help us to find new solutions to an issue that we all care about.

Dear participants of the Tiger Forum!
This vital event brings together all those who care about the fate of this majestic predator, and who appreciate
that tigers provide one of the best natural indicators of the state of their habitats.
For 12 years, determined and painstaking efforts have been made to protect tiger populations – efforts which
have thankfully borne fruit. Russia is one of just a few countries in the world where the tiger population is
not just stable, but is actually growing.
As the region home to this inhabitant of the Amur taiga, it is highly symbolic that Primorye Territory will
serve as the place where the outcomes of this long endeavour will be announced, and where future plans will be
drawn up. We should of course be proud that this region is home to the biggest proportion of tigers on the planet.
However, this brings with it an enormous responsibility for each and every one of us. Indeed, the fate of this
powerful and noble creature – and national treasure – depends specifically on us.
The tiger may be a strong, intelligent, and fearless predator, but it needs our protection. Meetings such as
these serve to raise awareness of this issue across the whole of humanity.
I have no doubt that the 2nd International Tiger Forum will provide a platform to take numerous crucial decisions,
which in turn will enable us to take further steps to preserve and cultivate the population of this endangered predator!
